Speaker Biographies

Joseph Massman

Training Officer, Denver Region

Joe Massman is a Training Officer with the U.S. Department of Education in Denver, Colorado. Before beginning this role in 2013, Joe held various financial aid positions at several colleges and universities (Montana State University Billings, the University of Northern Colorado, Westwood College, and Red Rocks Community College), and then went to work for the Department 2010, initially as an Institutional Review Specialist. Joe holds a Bachelor's degree from Montana State University Billings, and he holds a Master's degree from the University of Northern Colorado.

When he's not talking about financial aid, music is also an important part of Joe's life, and he performs in operas, choirs, and other professional musical engagements as time and opportunity allow. Joe also plays piano, watches a bit too much "Star Trek," and ponders the important philosophical questions, such as "Is this the real life? Is this just fantasy?"

Vicki Kucera

RMASFAA President

Vicki began her financial career in 1981 as an administrative assistant in the financial aid office at Central Community College-Hastings Campus, where she is now the Area Director of Financial Aid Services over their multiple campuses in South Central Nebraska. She has been on the RMASFAA Board in many capacities over the years as Secretary, and has chaired multiple committees. She has been a Summer Institute faculty member for many years. She is currently the RMASFAA President and the regional delegate on the NASFAA Board of Directors. She is also a Past President of the Nebraska Association.

Vicki has been married to her husband Bob for 40 years. They have two adult children and two absolutely adorable grandsons, Grady and Keaton. Bob farms with their son Phil, and their daughter Erin teaches Biological Sciences at Northeast Community College in Nebraska.

Bryan Watters

ND Veteran Service Officer

Presentation Topic: Education Benefits for Veterans: The range of benefits at the Federal and State levels available to Guard and Reserve members and Veterans.

Bryan Watters has been a Veteran Service Officer (VSO) for five years. VSOs assist Veterans and their dependents with the full range of their benefits to include Disability, Healthcare, Education and Burial to include Federal, State and Local resources. Bryan is currently the VSO Supervisor for the North Dakota Department of Veterans Affairs. He is a Veteran of the United States Marine Corps and the Minnesota Army National Guard. He has served in the First Gulf War, Iraq and Afghanistan.

Jered Pigeon

Program Coordinator, NDSU Multicultural Programs Office.

Jered completed his Liberal Arts degree at Northland Community and Technical College in Thief River Falls, MN, and went on to receive his Bachelor of Arts degree at Minnesota State University Moorhead (MSUM) with a double major in Sociology and Criminal Justice.

While at MSUM, Jered earned the distinction of the Dean's list, and became active in many student organizations such as the African American Student Association, later becoming their president. Jered earned his asters of Science degree in Counselling and Student Affairs at MSUM. His Master thesis was a qualitative study using 7th and 8th grade student's personal oral interviews. The location of the study was an American Indian Reservation in Minnesota and the title was "American Indian student's aspirations towards higher education enrollment."

Jered is currently a Program Coordinator in the Office of Multicultural Programs at NDSU, and is pursuing his Ph.D. in Education at NDSU.
